Summit Engineering Group is a Waldorf, Maryland (Washington DC metro area) small business that specializes in high-end Systems Engineering and Economic Analysis studies associated with commercial and military systems.   These projects include supporting critical top-level or detailed Business Process Re-Engineering (BPR) assessments, Force Mix and System Architecture Cost/Performance and Cost / Effectiveness Trade-off analyses, Proposal Preparation / Evaluations, and Advanced System Cost, Schedule, Technical Risk Assessments.

Summit Engineering Group has extensive hands-on professional experience in analyzing or estimating the cost implications of developing, procuring, operating, maintaining and disposing advanced technology systems.  Included are entire systems or selected subsystems of Aircraft, Unmanned Aerial Vehicles (UAVs), Missiles, Ships, Submarines, Unmanned Underwater Vehicles (UUVs), Electronics [examples are radar, EO/IR, EW, ECM, sonar, and Command, Control, Communication, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) elements], Satellites, and Ground / Surface Equipment and Facilities.

In particular, Summit Engineering Group supports several Department of Defense (DoD) customers working at the leading edge of UAV and Satellite technologies to satisfy critical C4ISR requirements.  Examples of projects include: 1) constructing initial Phase II and Life Cycle Cost estimates for the DARPA Orbital Express program; 2) assisting AC2ISRC customers in various sensor and operational concept cost-performance trade-off analyses for the Global Hawk and other UAV programs; 3) updating the Phase II cost estimate, expanding the Life Cycle Cost (LCC) estimate for the projected Operational System Concept (OSC), and supporting on-site fact-finding sessions at the hardware contractors for the NRO/USAF/DARPA Discoverer II program; 4) formulating detailed Life Cycle Cost (LCC) estimates for the U-2, Global Hawk UAV, DarkStar UAV, and Common Ground System (CGS) programs in support of a USAF Analysis of Alternatives (AoA) and subsequent Global Hawk Milestone II efforts; and 5) finalizing the LCC estimate developed for the Joint Service UAV Tactical Control System (TCS) for its Milestone II decision and associated interfaces with Navy Vertical Tactical UAV and the Army Tactical UAV programs.

A sample of other projects that Summit Engineering Group personnel have previously supported include: 1) led the LCC estimates for several DARO [now OASD (C3I) ISR] sponsored manned, unmanned, Overhead, and PEDs cost-effectiveness trade-off analyses; 2) conducted detailed Operations and Support (O&S) cost trades for the Navy/Marine Corps F/A-18E/F; 3) supported Cost as Independent Variable (CAIV) reviews of the BMDO National Missile Defense (NMD) program; 4) red-teamed the winning proposal for the NRO’s PAAC; 5) researched Cost Reduction Initiatives (CRIs) for the F/A-18E/F and V-22 and Affordability Initiatives for the JSF; and 6) constructed numerous cost models / databases / estimates for Air Force / Navy fighter and missile programs.
